1998 STS-ROUGH Cold start

Sight unseen and if no Check engine lights, I would nose around a dirty throttle body or vacuum leaks (hoses/gaskets/etc.) but could be a lot of other things too.

Check the fuel pressure regulator by pulling the vacuum hose off and turning the key on (engine off) to pressurize the fuel system. If you see gas change the FPR. Check the plug wires too.

A defective fuel pressure regulator will cause rough hot starts.

Are there any trouble codes stored?

With the same car I have another issue. It has gotten some what cold here,and now when I start the car when its cold outside,it makes a noise inside the car like a power window stuck but its coming from the dash area??

(No "check engine" ,but a check "stability system"...........but that sound aint a compressor)

The noise from the dash area could be a stuck/stripped duct actuator.

Have you checked the fuel pressure? Having the fuel pressure reading while it is attempting to start will rule a lot of things out.
