My 97 deville drives great with dry roads, however, when roads become icy and get ruts in them its seem to take on a mind of its own following the ruts and becomes a harzard to drive. I have had the car realigned, new struts, and tires replaced and the tires made some difference but the problem is still there. There was one time this car was driving this way and I stopped for a half hour to do some business and got back in the car and drove down the same road and seemed to have no problems and drove great. I was wondering if anyone else has had this experience? This car does have 170k on it.

Check the rear knuckle bushings - grab the rear tires at the 12:00 position and attempt to pull the tire toward you and push it away from you. There should not be any slop. My guess is that the knuckle bushings are shot and the rear of the car is wandering causing you to correct the issue with the steering wheel.

My 96 did this, it is especially noticable at highway speeds when you drive over the expansion joints, it feels like the body skips to the side. If you rack up the rear, you will feel play at 12 and 6 when you grab the wheel

It is very easy to check - if they are as bad as what I think they are by your description, you'll be able to feel the play at the 12:00 position without having to jack up the car.

Dorman makes replacement parts for about $50 per side. Do both sides even if one side still feels tight. If you don't replace both sides, the side not replaced will quickly wear out and you'll have the same issue.

When reinstalling the toe links, they need to be tightened up with the car at ride height. Use blue Loctite on the bolt.
