Check for vacuum leaks or disconnected hose at the vacuum servo. Also look under the dash near the steering column for a green wire and be sure it is not disconnected. Lastly, check the fuses and the disconnect switch on the brake pedal.

On my previous caddy (87 deville). My cruise control didn't work for nearly a year before I discovered what it was while poking around the engine, turns out a vacume hose had come off, put it back on, and it worked great until I sold it!
