1996 Concourus Will not go into program mode to program new or old key fob?

I have tried now many times to get the old and now new key fobs to program but they will not communicate with each other. Went to the Caddy dealer yesterday and they also tried to no avail. They also failed to tell me how to go about checking or fixing the problem. The interior trunk unlock button is also not working but the lock unlock buttons on the doors are. The only codes I have are P1860 for my TCC and A PZ 1558 & PZ 2472. This is A 1996 Concourus with 130,000 miles

So if I have this right you are getting into program mode via the IPC but the keyfob does not respond.

The module is behind the back seat. I cannot recall the name of it. I will try and find the picture of the layout.

The module is square and is about 8" square. About 1" deep. You should see foil on the panel right near it jetting in 2 directions. That was GMs idea to extend the poor range they had.

I wonder if that module could be down.

Check your fuses behind the back seat in the trunk. Driver side. Lower.

Dont expect much help from the dealer as these are getting pretty rare and onboard diagnostics are non existent now.
