The idea is when there is a train wreck or oil spill or chemical leak or other problem, the EPA has an aircraft with appropriate sensors and crew ready to take off on short notice and help detect, map, and status the situation. The info goes directly rapidly to on-scene responders for appropriate action. The plan is to go from EPA notification to wheels up in 1 hour, bring 5 primary sensors, and clarify the situation.
