See the water pump purge line that runs from the WP housing along the left cam cover and into the surge tank ( 3/8" or so)? Remove it from the surge tank and there should be a constant flow. GO back through threads, and read THE CADILLAC TRAIL OF TEARS , regarding overheating. lots of info , most often it is the head bolts pulling loose from the block.
