So the rules limit the type of tire, rev limiter, weight by type of car. Then, if you win, you get added weight added to your individual car as a reward. See http://www.world-challenge.com/competitors/vts.php There is a constant dialog between the race series organizers and the teams as to whether the current weight limits and throttle plate restrictions are fair or not. The racing version of the CTS-V actually got a nice consession to start with, in that the engine is pushed back a bit and a bit lower in the car, so the front end of the racer is lower. I am not sure what particular factor they wish were relieved at the moment; I would guess their current throttle restriction (40%).
