Marika
On the way home from work, coming through the snow storm, I noticed that every time I pressed on the brake pedal, the fan for the heater would slow down and the engine idle would surge up and down once the car came to a stop. I put the car in neutral and revved the engine a bit but it didn't help. I just went away on it's own after about 10 minutes. Water maybe got into something electrical? If you really want to make people safe drivers again then simply remove all the safety features from cars. No more seat belts, ABS brakes, traction control, air bags or stability control. No more anything. You'll see how quickly people will slow down and once again learn to drive like "normal" humans.
