00 DeVille Cruise problem

The steering wheel cruise control button lights up, & "cruise" appears on the dash but nothing else happens. I purchased a used cruise module from a junkyard, tested & guaranteed for 90 days & had it swapped in with my last oil change a few days ago.

So ok it probably isn't the module, so what's the next step? Any help is appreciated.
