The driver side blade goes ROUGHLY up and down, the the passenger side doesn't go at all. The motor's are working, or at least operating. Is it the arms? or motors? I live in Ohio and I haven't used my wipers in a month! It works better when you apply weekly, as your may say it didn't work so well after the first application if the car has not used Rain-X previously...
