bschelle
My 91 Eldo just failed Illinois emissions again. The first time HC was 1.00 with 0.80 standard and the CO was 21.6 with 15.0 standard. Installed plugs, cap, wires and all filters. Second test was HC 0.79 with standard 0.80 (passed), the CO was 18.8 with standard 15.0 (Failed). The throttle body is clean as are the EGR tubes. I have 111,000 miles and there were not any codes! Any suggestions?

If not, you might want to drive it on the highway for 30 minutes and then have it tested. You might want to check the fuel pressure regulator - if the diaphram is leaking, you will be sucking extra fuel into the engine and that may explain the high hydrocarbon reading. Start the engine and remove the vacuum line from the fuel pressure regulator - if you see gasoline trickiling out of the nipple on the fuel pressure regulator, replace the regulator.
