KHE
Simultaneously press and hold the OFF and WARMER buttons on the climate control panel and write down any codes that are displayed. When you see .7.0, the system is awaiting input. Kevin '93 Fleetwood Brougham '05 Deville '04 Deville 2013 Silverado Z71

Regis
CaddyMel, The codes Kevin was refering to would accurately diagnose the problem. Since there appears to be no codes and the power steering works under certain conditions, let's start with the small, free, or inexpensive things before jumping at the expensive things like a new pump. Is the belt loose or slipping? Check for that. Pull the cap off the ps fluid reservoir and smell the fluid on the dip stick. Does it smell burnt? If yes it needs changing. I'm not sure if your 93SDV has a power steering fluid filter or it's exact location. On my 94STS the ps filter canister is located directly behind the passenger side fog light and looks just like a fuel filter canister. They are not the same however. If your car has the ps filter then this would be a good place to drain the ps fluid from for obvious reasons. Check back and let us know what you come up with.
