94 Eldorado high idle/ no acceleration

I just brought a 94 Eldorado it idles at 2100rpm. I got the idle to clam down by pretty removing the iac. Now it idle at 1000ish rpm cleaned the throttle body with soapy water and a tooth brush it lowered the rpm little more . I took it for a drive around the block shift extremely hard in drive and reverse. Try to give it full throttle and it bogs around 1500rpm spits and sputters and popping noises out of the exhaust and if you hold the full throttle for 5 secs or so it feels like it going to die trying . There no codes on the computer.

Sounds like you are on the right path -- replace the IAC if it is not functioning; they are a maintenance item.  Hard shift can happen with high idle so will want to wait to diagnose.

You don't have an IAC on a 94 Eldo.  You have an ISC, or Idle Speed Control.  I replaced one last year on a 95,  here is the thread there are good links in it also

So I found out that the fuel rail pressure was a mere 15psi. So I just got the fuel pump I order and replace the fuel pump now it runs just find. But its stuck in 2nd gear. So I pulled the codes

My main concern at the I032 and I034 and how to fix those first any ideas would be nice the only thing I can come to is that I need to replace the pcm

It is probably bad shift solenoids.  I am not sure if you will get a code for them on obd1.  

Try disconnecting the battery to reboot the system and see if you still get this

Try removing and replacing the ECM plugs to reset them. The I034 indicates an ECM problem.  

With the engine idling do a 'tap test', tap on the ECM/PCM if the engine stumbles it indicates a bad pcm

Did you reinstall the ISC motor?

See this thread, if resetting the ECM connector doesnt work you may need to replace the ECM
