You would need to re-use the '93 heads, phenolic spacers, and intake intake manifold with the '95 block. Once you remove the heads from the '95 engine, you will need to Timesert the holes. Once you go through that, you might as well repair the existing engine. The '95+ engines still had the EGR passages cast into the heads, they were just sealed off by machining the aluminum die cast tool to provide a wall of aluminum in the head. You may be able to machine the wall away from the '95 heads but I really do not know if that is possible. Is the engine you're looking at truly a "new" engine or is it used?
