Good chance you will find the problem to be a bad turn signal switch assembly in the steering column. Seen this before.. Logan
Or a bad ground wire connection. I guess anything is possible.... The third brake light is on a different circuit then the lower lamps. The lower brake lamp circuits travel thru the steering column turn signal switch assembly to facilitate the L/R turn signal mode. It's not a common problem...but rather a known problem...for a 'no brake lights' complaint on a GM vehicle with a GM /Saginaw steering column. With the brake pedal pressed..you can often wiggle the turn signal assembly and the brake lights will magically start working. the gold2
well the FSM on page 5-10 says: Stop light switch adjustment 1. hold brake pedal in applied position. 2 insert switch into retainer until switch body seats on tube clip. 3 pull brake pedal upward against internal pedal stop. switch will be moved in retainer providing proper adjustment. so the diagram shows the stop lamp switch located below the TCC switch they both are located above the front of the brake pedal. they both fit into the switch retainer which has two vertical holes. this retainer attaches to the pedal bracket. no other info found. the other guys are correct about the turn signal stalk. it says the cruise control switches are part of the multi function lever and switch must be replaced as an assembly. also on page 9B-10 the diagram labels the brake light switch as "Cruise brake/ stop lamp switch" and labels the TCC switch as "VCC/ cruise vacuum release switch. maybe TCC was a typo error... good luck let us know how it goes...
