Will an expensive Scan Tool reveal more codes than a cheapie?

My 97 SLS has both the "Traction Control" and "ABS" dash lights on, and the car is stuck in traction control mode. I have a "cheapie" OBDII scanner, but I'm not getting any codes. Would a more expensive scanner likely show for example, the code for "left rear wheel sensor" not working or disconnected?

History means that the code was active and displayed but that the reason for the code is not currently present
