On some models...if the engine is running...even if you turn the HVAC completely off... the fan still runs on a real low speed, for forced ventilation of the cabin of the vehicle. On some cars...it could also be from the aspirator. There is a little vent looking opening just to the left of the radio or just to the left of the steering wheel... depending on make and model.
