Hands Free Cellular Integration Package Question *all opinions welcomed*

I just purchased a used 2003 Cadillac Deville DTS and I love learning more and more about it daily. There is one obsticle that I have not been able to overcome. I read that my DTS has the hands-free cellular integration package. Am I correct in assuming that this is different than OnStar? From reading the manual it says to visit the dealership to have this set up. My questions are as follows:

1. Am I correct in assuming that this is usable without the Onstar abilities?

2. Is it utilized using a current cellular contract or do I need to get a Cadillac contract?

3. Is there a way I can program it into the system myself, or is this an FCC conflict?
