^Tom^ Posted December 8, 2009 Report Share Posted December 8, 2009 Hi all My speedometer on my 1999 STS reads 5 MPH HIGHER than the speed I am actually traveling (at 40 MPH). There have been no modifications to the tires, wheels or any driveline systems what so ever. Is there a way to "calibrate" or adjust out this offset? Thanks! Due to the EU speedometer laws, the speedometers in the export tend to read high; it's a design feature on export versions to ensure that it never reads less than the actual speed: European Union member states must also grant type approval to vehicles meeting similar EU standards. The ones covering speedometers [5] [6][7] are similar to the UNECE regulation in that they specify that: * The indicated speed must never be less than the actual speed, i.e. it should not be possible to inadvertently speed because of an incorrect speedometer reading. * The indicated speed must not be more than 110 percent of the true speed plus 4 km/h at specified test speeds. For example, at 80 km/h, the indicated speed must be no more than 92 km/h. The solution is to program a US VIN into the PCM (Powertrain Control Module). It will also solve a "delay-problem" in the kick-down function that is programmed due to the same EU-regulations. We had some help from a guy on this forum to identify a correct VIN. The VIN has to be programmed into the PCM with the help of a Tech 2 scan tool. Let's see if somebody with the right knowledge chimes in with the desired information. All moduls check the VIN form each other and is one not the same VIN, it will not work. Maybe the PCM doesn't check it, but im am not sure. The VSS signal has to be changed I think. About the kick-down i can't say anything. Usually to pull the accelator full down is not nessesary...we are not in the middle 1970'this with big engines and no power right now..... But of some way it will be to hard for the seville......it is for me more a car to drive smoothly. Tom, I can assure you that it works to program a US VIN into a Seville export version (1998-2004). It has been done on my own 99STS and I know at least two more STS's in Sweden it's been done to. One of the guys (Jan Olsson) is active on this forum and he was the one to put me on the track. It works. My reason for doing it was the delay in the kick-down function which made me very annoyed. Haven't you noticed that delay yourself? The adjustment on the speedometer came as an extra benefit. I didn't do the actual programming with my own hands. It was done by a professional mechanic with the proper tools (Tech 2) and skills. I guess that also Bruce can confirm the method if he reads this. In that case Bruce, maybe you can be the judge of if it's proper to set Tom on the track to the member on caddyinfo.com that can provide the right information. Maybe it is not so on my car. I have the country code specially for Switzerland in it. Today all cars have the European Export Country Code. Some diff. beetwen Sweden and Europe also in some electrical schematics (if I remember the right way) Also some setting about speedlimit for diff. country are available. I have the printed book for my STS and the eSi too; but it is alot of stuff to read. The automatic transmission will step down, but not complete (just 1 gear) and after a additional 1 sec. the kick- down is comming. Now: The URL in this thread is not working and i can't find any information how to fix it. I need to know a US VIN (maybe can find some at ebay usa) that works and how to do it with a TechII.
