gas milage

You should get better gas mileage than that.

What kind of driving are you doing, all local?

How heavy is your foot?

Do you have any driveability/starting issues?, black smoke at the exhaust tips?, resulting from a rich mixture? If so check your fuel pressure regulator

I just was thinking and recalled that you had problems recently. You need to get rid of any emissions (P) codes. Do you still have the codes referenced in this thread you posted or did you resolve them? O2 and EGR codes will hurt your gas mileage

Getting 11 mpg under what circumstances? How are you measuring?

For example, if you take the car out on the highway and reset the computer mpg and drive a few miles what mpg does it average?

I say it all depends on where you live and how you drive. I live in Los Angeles (westside by santa monica), my 92 STS got as low as 11.9mpg and I only lived 2 miles from work (I did that on purpose). The only reason why the lowest was 11.9 is because I had to drive up to Santa Barbara so I had a lot of highway driving that raised my MPG to an amazing 13.4 wooooohooooo!!

If I did more street driving then I'd probably be getting as low as you are now. I did change my driving habits too though. I'd love flooring it when pulling out of my works parking garage but now I accelerate nice and easy. Boring but helps my wallet!

I once had a 1965 Fury II with the 318 cid V8 with a two-barrel, and I routinely got 24 mpg on the highway and 18 or 19 around town in Texas. I had a friend in San Francisco that had a 1962 Dodge Dart with the same engine and he got 14 mpg regularly. I drove out to visit him and let him drive my car because he knew the town. In my car, in San Francisco, he got 14 mpg.
