throttle cable:downshift delay?

i replaced my intake and had the throttle cable disconnected. there are 2 cables. throttle and crusie i believe? the older gm trans had some sort of TV or throttle valve cable. is that gone now on 96 vintage cars? the trans shifts fine but seems to lag a little in downshifting when i punch it at about 40mph or so. is there a procedure to set or adjust any linkage for the tranny when you have the cable disconnected?

There is no downshift cable anymore, the TPS

The Throttle Position Sensor (TPS) is a potentiometer that is mounted on the throttle body and provides the PCM with information on throttle angle. The PCM provides a 5 volt reference signal and a ground to the TPS and the sensor returns a signal voltage that changes with throttle angle. The PCM uses this information (throttle valve angle) to modify fuel control, TCC/VCC apply or release, and shift patterns.

That said, in my FSM I found this

Part Throttle Detent Downshift

At vehicle speeds of 40 to55 in Fourth Gear, quickly increase the throttle angle and verify the following results:

The TCC releases

The Transmission Downshifts into 3rd gear immediately

The 1-2 shift solenoid valve turns OFF

The 2-3 shift solenoid valve remains ON

Full Throttle Detent Downshift

At vehicle speeds of 40 to55 in Fourth Gear, quickly increase the throttle angle to its maximum position and verify the following results:

The TCC releases

The Transmission Downshifts into 2nd gear immediately

The 1-2 and 2-3 shift solenoid valves turn OFF

I imagine you checked for codes, and if a TPS code was present you would see that. I do not believe that there is an adjustment on the TPS. If you had Autotap, you could read the throttle position angle at closed throttle to see if it is out of calibration. This could be forewarning of imminent shift solenoid problems also.

Try this, drive faster than 41, pull up your tach if you have to, keep your right foot on the gas, and with your left foot tap the brake, your TCC should release and your tach should jump up about 200 plus or minus RPM.

Try disconnecting the negative connector off your battery and let the system do a relearn, maybe your throttle position switch needs to relearn its position. Do you have any other driveability issues?
