perhaps the belt(s) are loose or the water pump is worn out or the thermostat needs to be replaced.

If you really want to make people safe drivers again then simply remove all the safety features from cars. No more seat belts, ABS brakes, traction control, air bags or stability control. No more anything. You'll see how quickly people will slow down and once again learn to drive like "normal" humans.

If you have to add coolant then it is either leaking or burning. Sometime they can be hard to find (see my reponse to "coolant leak". Hopefully it is leaking rather than burning. Also check the radiator to be sure it is not full of dead bugs that will restrict air flow.

A/C systems can loose refrigerant slowly over time due to the very small molicule size, so I have heard. At 12 years old it would not be unusual to need to add a can of refrigerant. I would just top it off and not worry about it unless you get the "low refrigerant" message again.

How warm does it run when you are downtown? The PCM won't turn on the cooling fans until the coolant temperature is well over 105 C. If your refrigerant system has a full charge and the Climate Control is set to Auto or Defrost, the cooling fans will run most of the time, decreasing the temperature variation.
