With both wheels off the ground, the engine off, and the wheel turned all the way left, add fluid to the COLD mark. Bleed the system by turning the wheels from side to side without hitting the stops (it may take turning the wheels from side to side several times). Keep the fluid level at the cold mark. Fluid with air has a tan appearance, this air must be eliminated before normal steering action can be obtained. Start the engine, with the engine idling, recheck the fluid level. If necessary add to COLD mark. Return wheels to center position, lower to ground, continue running 2 to 3 minutes. Recheck fluid. By the way use the correct steering fluid.. Typically if you can't get rid of air, you have a leak in the return line... Do you have one of those plastic adapters on the return line? If you have one of those make sure its not cracked.. This photo is from a 91 4.9, the adapter is NOT easy to detach (need special tool) and I cracked mine and had to buy a new one... There is an ORING in there also that can suck air if its bad.... So if you cant get rid of the whine thats a thought... Add fluid as necessary to keep it at COLD mark. Return wheels to center position, lower the vehicle an dlet engine idle for three minutes. Road test.
