This memory has all the set default values for all the systems the computer controls. Unless the PROM is somehow damaged, this is what the computer system uses to run the car systems until sufficient RAM is rebuilt. When power is disconnected from the car, the result is that the RAM is erased. RAM is where the driving history is stored/used. The RAM is the memory that compensates for the less than factory-new performance of the various systems. So, the ROM has the default values and the RAM 'tweaks' the values to enable the systems to perform the best they can, given the newest conditions. That's probably the best two sentence layman's explanation of automotive ROM vs RAM I've seen lately. There is no means of avoiding the final collapse of a boom brought about by credit expansion.
