Fluxuating voltage

My battery voltage seems to fluxuate a lot under load, when the car is running with no accessories the voltage is around 13.8 volts when I press the brake or turn anything on the voltage drops dramatically to around 12 volts. I checked my battery and all the fluids are the right level, can a battery still be bad with all the fluids at the right level?

Could this also be a reson as to why I am getting codes I034 and E047?

I dont think those codes are related to your voltage fluctuation. At night turn your headlights on and look at them, do they pulse, if you watch your volt meter is the voltage ranging at all? That happened on my 91 and it was the alternator. Also clean your battery cable connections. Mike
