If you really want to make people safe drivers again then simply remove all the safety features from cars. No more seat belts, ABS brakes, traction control, air bags or stability control. No more anything. You'll see how quickly people will slow down and once again learn to drive like "normal" humans.

Well, I watched Funny Cars race at dinner on TV, from the Kansas Nationals, and I guess skipping a golf ball to ring a gong isn't any sillier than gussying up a top fuel dragster to look vaguely like a Toyota Avalon and run 4.2 seconds at 305 mph in the quarter mile.
