Does a 1994 Seville STS engine fit in a 1999 Seville STS?

I would say no and you would do better by finding a 96 and newer engine.

The 94 induction system is tailored to the OBD1 spec, and your 99 is an OBD2 spec. All of the intake components, idle speed, egr system, etc are different and its possible that the accessory bolt locations are different..
