What is needed to replace the ecm on 1998 deville

I purchased the 98 deville and was told that is was stolen and the radio was taken and it didn't run right after that. I was told that it was taken in for repairs and the mechanic told the owner that the ecm needed to be replaced and a sensor behind the glove box. I drove it and the transmission would only go in 2nd gear. Which may have something to do with the ecm. I changed the ecm with a used one, just swaped them no programming, and it would not start. Changed it back to the original ecm started as before no problem. Do I need to program the used ecm and if so how. What is the other sensor behind the glove box any ideas. Any help is greatly appreciated. Thanks
